Het Vlaams Instituut voor de Zee (VLIZ) onderzoekt de aankoop van Instrumentatie en uitrusting voor oceanografische moorings, die in staat is om op een vaste locatie in de oceaan langdurig en continu data over de dynamiek van de oceaan te verzamelen, onafhankelijk van onderzoeksschepen en complementair aan robots. Het systeem zal worden gebruikt in het kader van diverse Vlaamse, federale en internationale (EU)onderzoeksprojecten in de Noordzee, Atlantische oceaan en arctische oceaan.
