Where do you submit a bid for a Belgian TED notice that is still open?
TED publishes the notice. The place to submit the bid is the place the notice publishes. AOEX does not submit the bid.

Reading a notice that is still open starts on TED. TED publishes the notice. Submitting a bid is a separate step, which the notice describes when it publishes how and where to submit.
AOEX copies the notice for reading. The page does not replace the official text, and the link to that notice stays on the page.
The deposit place is the field the notice publishes
The place to submit the bid is the field the notice publishes: an electronic address, a platform name, or the instructions as published. That field can name a Belgian e-Procurement workspace, or another electronic address.
AOEX repeats what TED publishes. It does not invent a default Belgian portal address for every notice.
Still open and where to submit are two different facts
The deadline TED publishes says whether the notice is still answerable. A date that has already passed is not shown as still answerable.
The deposit place does not replace that date. Knowing where to submit does not say that the deadline is still open.
What AOEX does not do
AOEX does not file a bid. It does not sign in to e-Procurement for the reader, and it does not invent missing deposit instructions.
If the notice does not publish how to submit, the page marks that unknown. The text to follow stays the official notice. This page does not say who is awarded the contract.
