A Belgian TED notice is still open: can I still ask the buyer a question before the deadline, where, and until when?
The address is the one the notice publishes. The statute does not set one calendar day for sending the question. AOEX does not ask the question and does not submit the bid.
The address is the one on the notice
A question about a notice that is still open goes to the address that notice publishes, not to one address chosen in advance for every notice. Article 64, § 1, of the Belgian law of 17 June 2016 says that the text of the notice states the internet address at which the procurement documents are accessible. Article 53(1) of Directive 2014/24/EU says the same for the procurement documents.

Additional information is requested at the address the notice publishes for that purpose: a service, an electronic address, or the document workspace. If that field is not published, it stays unknown. AOEX does not invent an address.
Until when the question can be sent
Neither the statute nor the directive publishes one calendar day, the same for every notice, by which the question must be sent. Article 64, § 2, of the law of 17 June 2016 says that the buyer supplies additional information on the procurement documents at the latest six days before the time limit for receipt of tenders, provided the request was made in good time. For an accelerated procedure referred to in Article 36, § 3, and Article 37, § 5, of that law, the period is four days.
Article 53(2) of Directive 2014/24/EU repeats those two periods: six days, and four days for an accelerated procedure referred to in Article 27(3) and Article 28(6). “In good time” is not a date. If the notice itself publishes a deadline for questions, that is the date. If it publishes none, the date stays unknown. AOEX does not calculate a day by subtracting six days from the tender deadline.
Article 59, § 3, 1°, of the same law says that the buyer extends the time limits for receipt of tenders when additional information, although requested in good time by the economic operator, is not supplied at least six days before the expiry of the time limit fixed for the receipt of tenders. For an accelerated procedure referred to in Article 36, § 3, and Article 37, § 4, the period is four days. The length of the extension is proportionate to the importance of the information. Where the additional information was not requested in good time, or it is insignificant for preparing responsive tenders, the buyer is not required to extend the time limits. Article 47(3)(a) of Directive 2014/24/EU states the same rule, with the words “at the latest six days before the time limit fixed for the receipt of tenders”.
A Belgian notice still open on 5 October 2026
TED notice 403662-2026 is published in Dutch. The title stays the title of the notice: “België – Kleding, schoeisel, bagageartikelen en accessoires – Schooluniform”. It is not translated here. The published buyer is VZW Onderwijsgroep Zusters der Christelijke Scholen Midden-Kempen. The published deadline for receipt of tenders is 22 October 2026 at 14:00, with the offset +02:00. On 5 October 2026, that date has not passed.

What AOEX does not do
AOEX does not ask the question for the company. AOEX does not submit the bid. Knowing that the tender deadline has not passed does not say that the question will still be dealt with.
