A Belgian TED notice has been changed: which deadline do you follow to still reply?
You learn how to find the latest change to a TED notice, how to read what it changes, and what the law says when the buyer changes the procurement documents.
The latest change is the one that counts
After it is published, a TED notice can be changed by a change notice. That notice has its own publication number. It cites the number of the notice it changes and describes what changes. A change can itself be changed.
A date read in the first notice may have been corrected since. A date read in a change may also be taken over by a more recent change. Before you reply, the date to follow is the one in the latest notice published for the same procedure, read with the procurement documents.
What the law says about a change
Article 59, § 3, 2°, of the Belgian law of 17 June 2016 on public procurement says that the buyer extends the time limits for the receipt of tenders when significant changes are made to the procurement documents, so that all economic operators concerned can be aware of all the information needed to prepare their tender. The length of the extension is proportionate to the importance of the change.
The law does not say that every change moves the deadline. A change can correct other dates and leave the tender deadline as it was. The example below shows this.
Article 59, § 2, of the same law covers tenders that can only be made after a site visit. The time limits for the receipt of tenders are then longer than the minimum time limits and are set so that all economic operators concerned can be aware of the information they need. Article 47 of Directive 2014/24/EU contains the same rules.

A Belgian notice changed twice
TED notice 656131-2026 was published on 23 September 2026, in English. The title stays the notice’s own: “Belgium – Security, fire-fighting, police and defence equipment – Installation of alarm protection components”. The published buyer is European School Mol, in Mol. The published procedure is open. The published deadline for the receipt of tenders is 4 November 2026 at 15:00, with the offset +01:00.
On 25 September 2026, change notice 662907-2026 corrects dates linked to the site visit. It makes the visit mandatory: a tender from a tenderer who did not take part would be rejected. It gives 20 October 2026 to report that you will attend, 24 October 2026 for the visit, and 27 October 2026 for technical questions. It states that the tender deadline, 4 November 2026, does not change.
That same notice contradicts itself on one date. Its list gives 5 November 2026 for submitting the passwords of encrypted tenders. The replacement text published further down writes “5/10/2026”.
On 6 October 2026, change notice 688081-2026 changes 662907-2026. 24 October 2026 falls on a Saturday, when the school is not operational, so the visit moves to Friday 23 October 2026. The other dates are confirmed: 20 October 2026 to report attendance, 27 October 2026 for technical questions, 4 November 2026 for tenders, and 5 November 2026 for the passwords. On 9 October 2026, this is the latest change published on TED for this notice.
On 9 October 2026, the tender deadline has not passed. For this notice, whether you can still reply does not depend on that date alone: without taking part in the visit of 23 October 2026, reported by 20 October 2026 at the latest, the tender would be rejected according to the change. The time written for that report, “12:00 a.m”, can be read two ways. Check it with the buyer, at the published email address mol-procurement@eursc.eu.

What AOEX does not do
AOEX does not report attendance for the company and does not submit the tender. This page does not choose between two dates that contradict each other: the buyer decides.
